The new EU packaging regulation PPWR (Packaging and Packaging Waste Regulation, Regulation (EU) 2025/40) applies from 12 August 2026 – to every packaging placed on the EU market.

For the wine and beverage industry this means: technical documentation, conformity assessment and declaration of conformity for every packaging type, archived in an audit-proof way and available at short notice on request by the authorities.

PPWR – the milestones at a glance

The PPWR enters into force in stages:

From 12 Aug 2026

Technical documentation, conformity assessment and declaration of conformity mandatory per packaging type.

From 2028

EU-wide harmonised recycling and sorting labelling.

From 2030

Circular-economy obligations such as recyclability, recycled content and packaging minimisation – tightened in 2035 and 2040.

Crucial: non-compliant goods may no longer be made available.

Your role in the supply chain

The PPWR distinguishes three roles, each with its own set of obligations:

  • The producer (winemaker/bottler) bears full responsibility – from documentation and the declaration of conformity to contact details on the packaging and the packaging register entry.

  • The importer records, checks and stores the conformity documents and adds its own contact details.

  • The distributor checks the packaging register entry and producer labelling and may not offer non-compliant goods. Anyone bottling a beverage under their own brand counts as a producer.

Your exact role depends on the product and supply chain – EuvinoPRO classifies it for you and shows only the obligations that actually concern you.

The problem

Without a system, 12 August becomes a risk

Anyone trying to implement the PPWR manually faces three problems:

Manual effort

Documents have to be collected from every supplier, archived per packaging and updated with every change.

Legal uncertainty

Requirements differ by packaging and role, and evidence must be provided within 10 days on request by the authorities.

Sales stop and sanctions

If evidence is missing during an inspection, market withdrawal and official sanctions loom.

Four steps lead to PPWR compliance:

Clarify your role

Producer, importer, distributor or manufacturer, per packaging type.

Compile documentation

Technical documents and material evidence per packaging.

Create the declaration of conformity

A separate declaration per packaging type (sales, grouped and transport packaging).

Archive and add identification

Keep audit-proof for 5–10 years and retrievable within 10 days

Company name, brand and postal address on the packaging

Later obligations such as sorting labelling or recycled content only apply from 2028 or 2030 and will be added to the system step by step.
